Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other grounds listed in the tender documents. If an exclusion ground applies, the bidder may have to show self-cleaning measures. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 850,000. Joint bidders may combine turnover figures. Turnover may need to be proven with an extract from the latest annual report or another document; separate proof may not be required if the data are publicly available in the Estonian business register.
For technical and professional capacity, the bidder must submit a list of contracts for bridge, viaduct, tunnel or ecoduct construction works completed within the 60 months preceding the start of the procurement. Evidence that the works were performed properly is also required. The contracting authority may take older contracts into account if needed to ensure sufficient competition.
Before submitting a bid, a mandatory guided site visit to the Koorküla Veskejärve dam is required. If the bidder does not attend the site visit, the contracting authority may reject the bid without review.
The bid must include the completed HD IV-1 and HD IV-2 bills of quantities as Excel files. The bidder must confirm that the bid complies with the tender documents, that any equivalence has been explained and supporting evidence attached, and that the offered goods are not subject to international sanctions and do not originate from a sanctioned area.
If the bidder relies on the resources of another company, the details of that company and, where required, its consent and supporting evidence must also be provided. In the case of a joint bid, a power of attorney for the authorised representative must be submitted.
