Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other grounds listed in the ESPD/tender documents. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed. The machine-readable notice does not give the full list in a concise form, so the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have provided at least 3 technical maintenance services for buildings with a closed net area of more than 1,000 m² during the 36 months preceding the publication date of the contract notice. These assignments must have included the activities under EVS 807 codes 240, 250 and 270, and the bidder must have performed them properly under contracts. For the references, the bidder must provide contract details, and where requested a confirmation letter from the client; if the contracts resulted from public procurement, the procurement reference number must also be provided. For the project manager, the requirements are at least secondary education and either a qualification certificate issued by the Estonian Association of Property Maintenance at level 5 or equivalent, or at least 3 years of experience managing technical maintenance of at least two buildings with a closed net area above 1,000 m², with management of each such service lasting at least 6 months. The bidder must submit the project manager’s details and proof of education; for a qualification certificate issued in Estonia, the contracting authority will check the public register, while for a foreign qualification the bidder must provide a document proving recognition in Estonia. The tender must be prepared in line with all tender document requirements, and Form 2, Form 3, Form 4 and, where applicable, Form 8 must be submitted, together with the list of documents protected as business secrets and the justification for that designation. The tender price must be submitted in euros both in the eRHR worksheet and in Form 3, including the hourly rate, and the fixed additional service prices must remain within the specified limit range. If the bidder submits a joint tender, an authorised representative and a joint and several liability confirmation must be provided. The bidder must also confirm that the tender complies with the required terms and that any equivalence has been explained and supporting evidence attached. In addition, the bidder must confirm that neither the bidder nor any person whose capacity is relied on is established in the Russian Federation or Belarus, and that the offered goods are not subject to international sanctions.
