Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent or control the bidder, have been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, fraud, money laundering, terrorist offences, child labour or other listed grounds. If an exclusion ground exists, the bidder may need to show self-cleaning measures and, where applicable, provide supporting evidence. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must prove previous experience: within the last 36 months, at least 2 contracts for designing urban streets, with each designed street being at least 300 m long and the work covering the carriageway, utility networks and street lighting. The bidder must provide the contract description, signing and completion dates, contract value and details of the other contracting party. The contracting authority may request additional evidence and explanations.
The person responsible for managing the design work, i.e. the project manager, must hold at least the qualification of a certified road engineer or an equivalent EQF level 7 qualification (excluding initial qualification) in the field of design management. The bidder must provide the person’s details and, on request, documents proving the qualification.
The bid must comply with the tender documents, including proper completion of Appendix 2, the bid price form, without any blank lines. If the bidder relies on equivalence, it must explain it and attach evidence. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
