Compliance requirements
The tender documents list the standard exclusion grounds, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. If any of these grounds apply to the company, its management or authorised representatives, the bidder must answer accordingly and may need to provide details such as the conviction date, reason, person convicted, exclusion period, and self-cleaning measures. The notice also allows self-cleaning evidence where applicable. Precise exclusion grounds and the exact confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must comply with both the exclusion grounds and the qualification requirements. The machine-readable notice set out the following substantive qualification requirements:
- The bidder’s average annual turnover for the last three financial years must be at least EUR 6,000,000. If the financial year does not match the calendar year, the data for the last completed financial year are used.
- Within the last 60 months, the bidder must have properly completed at least 1 similar construction and reconstruction project in a hospital or other healthcare building with a closed net area of more than 2,500 m². A similar project means a main contractor project involving the construction, extension or reconstruction of a building or building part, including at least the construction or reconstruction of load-bearing and external envelope structures, internal spaces, a new central heat-recovery ventilation system, a new central cooling system, a new central building automation system, a new electrical system and a new low-voltage system.
- If the object was only part of a building, the required area must correspond to that part.
- To submit a tender, the bidder must inspect the place of performance before the deadline.
- The tender must be submitted on Form 1 and the tender price on Form 4 according to the required structure.
- If a joint tender is used, a power of attorney for the joint bidders must be attached.
- If subcontracting is used, subcontractor details must be provided according to Annexes 5 and 6.
The machine-readable notice did not include precise other qualification or compliance requirements; these must be checked in the tender documents.
