Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender passport, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other listed grounds. Qualification criteria and exclusion grounds

The bidder must have completed at least 3 electricity sales contracts of a similar scope within the last 36 months. A list of those contracts must be provided, including their value, dates and the other contracting parties. The bidder must have submitted a business activity notice in the business register for the activity of electricity sales, or must hold a registration or licence under the law of its country of establishment. If the bidder is not established in Estonia, it must provide a certificate from the competent authority of its country of establishment confirming the registration or licence. In the case of a joint bid, the joint bidders must appoint an authorised representative from among themselves and submit the original power of attorney. The bid must also include confirmation that the bidder accepts all terms set out in the tender documents, that conditional bids are not allowed, and that the offered electricity margin will remain unchanged for the entire contract period.
