Compliance requirements
The machine-readable notice includes mandatory exclusion grounds such as participation in a criminal organisation and corruption. The bidder or its management/representation/control persons must confirm whether any final conviction within the last five years applies and, where relevant, whether the exclusion period still applies. If an exclusion ground exists, the bidder may be asked to show self-cleaning measures. The notice also refers to checks of authorised persons not visible in the business register and to a restriction on participation by companies established in Russia or Belarus.
Qualification criteria and exclusion grounds
For lot 1, the bidder’s average annual net turnover for the financial years ended by the start of the last three public procurements must be at least EUR 500,000 for the period 01/01/2022–01/06/2026. The bidder must have performed at least 1 contract for a similar object within the previous 36 months, where the object had a closed net area of at least 300 m² and the contract value was at least EUR 200,000 excluding VAT. A similar object means the creation of a temporary or permanent exhibition in a museum or other publicly used building/institution, including the production, delivery and installation of exhibits. For lot 2, the bidder’s average annual net turnover for the financial years ended by the start of the last three public procurements must be at least EUR 3,000 for the period 01/01/2022–01/06/2026.
