Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other criminal-offence grounds listed in the ESPD. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning, if allowed by the procurement rules and tender documents. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.

Qualification criteria and exclusion grounds

The bidder must submit one video concept on the topic of workplace risk assessment. It must include at least the video script and a storyboard so that the contracting authority can understand the content, structure and visual solution of the video. The submitted video description will be used for the award criteria “Video content” and “Video visual”. In addition, the bidder must confirm that at least one external competent occupational health or safety expert will be involved in performance of the contract. Under the compliance requirements, the bidder must also confirm that the tender complies with the tender documents, that subcontractors and suppliers are established in permitted countries, and that subcontractors or suppliers linked to the Russian Federation will not be used for more than 10% of the contract value. If the tender is submitted jointly, a power of attorney for the joint bidders must be attached. The bidder must also provide the names and personal identification codes of the company’s authorised persons, or confirm that there are no such persons. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the official tender documents.
