Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. If an exclusion ground applies, the bidder may, where allowed, provide evidence of self-cleaning measures. The notice also refers to the possibility of exclusion relief only in the cases provided for in the procurement documents or by law.
Qualification criteria and exclusion grounds
The bidder must have performed at least one contract similar to the subject of the procurement within the last 60 months. Similar work includes planning solutions for light traffic routes or planning solutions for larger areas, such as the redevelopment of a suburban area, a district or a main street of citywide importance for the development of a light traffic route. The bidder must submit a description of the contract, the client’s contact details, the period of performance and the contract value. The contracting authority may request a confirmation from the client that the work was performed in accordance with the contract; this does not need to be submitted if the client is Tartu Vallavalitsus. The bid must also comply with the compliance requirements set out in the procurement documents, including the confirmation that subcontractors and suppliers from the Russian Federation, Russian residents or entities established in the Russian Federation, or persons controlled by them, are not involved for more than 10% of the contract value. The bidder must also confirm that the bid complies with all conditions in the procurement documents and that, in the case of a joint bid, a power of attorney has been attached. The machine-readable notice did not provide all precise qualification details; they must be checked in the procurement documents if needed. The notice does not specify any financial capacity requirement or team composition requirement beyond the contract reference requirement described above.
