Qualification criteria and exclusion grounds

The bidder must have an average net turnover from design services of at least EUR 500,000 over the last three financial years (2023–2025). The bidder must submit a confirmation, and compliance may be checked in public databases if needed. The bidder’s team must include a design team leader with a certified civil engineer qualification at level 7 or equivalent, specialising in building construction and with the additional competence of design management. In addition, the team must include: - a certified civil engineer, at least level 7, with the additional competence of preparing a building design project; - an authorised interior architect, at least level 7; - a certified electrical engineer, at least level 7; - a certified heating, ventilation and cooling engineer, at least level 7, with the additional competence of designing indoor climate systems; - a certified water supply and sewerage engineer, at least level 7, specialising in building water supply and sewerage and with the additional competence of preparing a building water supply and sewerage design project. If the bidder relies on another person’s experience, a digitally signed confirmation of that person’s participation in the team must be provided. If the person is not in an employment relationship with the bidder, a confirmation letter must be submitted. If the person represents another company, a confirmation must also be provided for that company. Previous experience: within the 36 calendar months before the start of the procurement, the bidder must have designed at least one care home or similar building with a closed net area of at least 2,000 m2 at preliminary design stage. A reconstruction project or a new-build project also qualifies. Similar objects include kindergartens, school buildings, social buildings and other public buildings. The overview must state the object name, period and the contact details of previous clients. Team experience: the design project manager must have led the design of similar objects under at least two contracts during the last 36 months. Other team members must have participated in the design of similar objects at least twice. The relevant overview must state the object, client and contacts. The bidder must also have BIM design capability and submit an overview of previously designed objects where BIM was used. The contracting authority may clarify this with previous clients if needed.
