Compliance requirements
The machine-readable notice lists the standard exclusion grounds from the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud and terrorist offences. If an exclusion ground applies, the bidder may be able to show self-cleaning measures, and in some cases the notice or procurement documents may allow the bidder to remain in the procedure. The notice also includes the usual confirmation about paying taxes and social security contributions.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the tender documents. However, the compliance conditions require a power of attorney for joint tenders, a declaration and justification of trade secrets in the tender, confirmation that sanctions do not apply, and, where relevant, supporting documents for equivalence. Translation prices must be submitted on the RD Annex 2 form for standard and urgent orders in the Finnish-Estonian, English-Estonian, Norwegian-Estonian, German-Estonian, Swedish-Estonian, Latvian-Estonian, Russian-Estonian, Lithuanian-Estonian and Spanish-Estonian language pairs; prices for other language pairs are to be submitted if the bidder is able to provide those services. One translated page is 1,800 characters including punctuation and spaces, and the price must cover translation, proofreading with substantive and specialist editing, and final review.
