The machine-readable notice includes standard exclusion grounds such as participation in a criminal organisation, corruption and fraud. The bidder must confirm whether any of these grounds apply to the company or to persons who represent or control it. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning. The exact list continues in the tender documents and must be checked there.

To make the bid compliant, the bidder must have at its disposal, either directly or under contract, at least three vans with a cargo space of at least 16 m³ and two closed vans equipped with a tail lift with a cargo space of at least 40 m³ and a load capacity of at least 1,500 kg. Copies of the vehicle registration certificates must be submitted. The bidder must have valid liability insurance with a compensation limit of at least EUR 100,000 per claim, and the insurance must cover claims by the contracting authority and third parties arising from acts or omissions of the bidder or its employees. The bid must be submitted in the structure set out in the tender documents. Conditional bids are not allowed. If an equivalent solution is offered, it must be explained and evidence of equivalence must be attached. Goods that are the object of international sanctions or originate from a sanctioned area are not allowed.
