Compliance requirements

The tender documents include mandatory exclusion grounds based on criminal convictions and related misconduct. The bidder must confirm that neither the company nor its managers, directors, supervisory board members, legal representatives or other authorised persons have been convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other listed exclusion grounds. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning measures where allowed by the tender documents or applicable law.

Qualification criteria and exclusion grounds

The bidder's net turnover in the field of parking management services for the last financial year ended by the start of the procurement must be at least EUR 30,000. During the 36 months preceding the start of the procurement, the bidder must have completed at least one paid parking service contract that has been performed continuously for at least 18 months by the time tenders are submitted. During that period, the total number of operated B-category parking spaces must have been at least 50, and they must have been marked or signposted so that a driver can identify the parking space. The bidder must submit in the ESPD a list of those contracts, including contract dates, value, number of parking spaces, client details and, where applicable, reference numbers. The bid must be unconditional, and the bidder must confirm that the bid complies with the conditions set out in the tender documents. In the case of a joint bid, an authorised representative must be named and a joint bidders' power of attorney must be attached. The bidder must also provide an explanation of any trade secret information or confirm that the bid contains no trade secrets.
