Compliance requirements
The exclusion grounds mainly concern criminal convictions, including participation in a criminal organisation, corruption, fraud and other grounds listed in the ESPD. The bidder, or its management, administrative or supervisory board members, procurators or other authorised representatives, must not have been finally convicted for the relevant offences within the last 5 years if the exclusion period still applies. Where an exclusion ground exists, the bidder may submit evidence of self-cleaning measures if this is allowed. The bidder must also confirm that the offered goods are not subject to international sanctions and that subcontractors or suppliers subject to the Russia-related sanctions restrictions will not be used for more than 10% of the contract value.
Qualification criteria and exclusion grounds
The bidder must be the manufacturer’s official representative and submit a manufacturer confirmation of representation and sales rights. The bidder’s team must include at least 2 medical technology specialists who have received manufacturer training for servicing and repairing the offered equipment. A 4-year preventive maintenance plan must also be submitted, showing the maintenance frequency, the work to be performed, and the duration of one maintenance visit. In addition, the bidder must provide the technical specification and the manufacturer’s technical documentation so that compliance of the offered products can be verified. The bid must comply with the conditions set out in the tender documents, and conditional bids are not permitted.
