Compliance requirements
The machine-readable notice included the standard exclusion grounds, especially final convictions for participation in a criminal organisation, corruption, fraud and terrorist offences. If any such ground applies, the bidder may need to explain self-cleaning measures and provide supporting evidence. The exact exclusion grounds and any recovery/self-cleaning details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, or provide the required proof of registration. For the service, the bidder must have performed at least one similar design assignment as main contractor within the last 36 months, at least at main design stage level. For the reference work, the bidder must provide contract and project details, including value, dates and the client.
The bidder must involve an architect with professional qualification of authorised architect, level 7 or higher, or authorised landscape architect, level 7 or equivalent. The architect’s name, professional title and certificate number must be entered in the ESPD.
Under the compliance conditions, the bidder must confirm that, in the case of a joint tender, a power of attorney from the joint bidders has been attached, that the tender does not contain trade secrets or that any such designation is justified, that the tender complies with all tender document requirements, and that the price table has been submitted in the required structure. Where equivalence is used, the necessary explanations and evidence must be provided.
