Compliance requirements
The tender documents list the standard exclusion grounds: convictions related to participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of trafficking in human beings. If an exclusion ground applies, the bidder may be able to provide evidence of self-cleaning, and the official tender documents must be checked for the exact conditions.
Qualification criteria and exclusion grounds
The bidder must demonstrate technical and professional capacity by having sold at least one wheel loader-excavator before the tender was published. The contracting authority may request the names and contact details of buyers and documents proving the sale, such as handover-acceptance records or a client confirmation. These details must be provided within 5 working days after the authority’s request. The bid must comply with the technical specification, and Form 1 “Vehicle requirements” must be submitted with the bid with all lines completed. Additional documents may be submitted to confirm compliance with the requirements. The bid must not be conditional, and the bidder must confirm that the bid complies with the conditions set out in the procurement documents. The bidder must also confirm that the bid price is submitted in the required structure and, where relevant, that equivalence has been explained and supporting evidence has been attached.
