Compliance requirements
The machine-readable notice includes exclusion grounds for participation in a criminal organisation, corruption, fraud and other standard mandatory exclusion grounds from the ESPD. If an exclusion ground applies, the bidder may be able to provide evidence of self-cleaning, but the exact conditions must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment or provide the required proof of registration. The minimum amount of professional liability insurance is EUR 100,000, and it must cover activity liability insurance under the conditions set out in clause 3.1.11 of the contract. To demonstrate technical and professional capability, the bidder must submit at least 1 reference contract completed during the last 60 months: an equivalent contract is considered to be replacement of a tiled roof or replacement with an equivalent one covering at least 200 m2 of roof area. If the bidder relies on the capacities of another entity, it must provide that entity’s details and, upon request, a declaration that there are no exclusion grounds and proof that the entity will participate in direct performance of the contract. The bid must comply with the tender documents, be submitted in Estonian, and equivalence evidence must be attached where necessary. The bidder must also confirm compliance with the tender document requirements, that the price form is properly completed, and that the site has been visited.
