Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, and terrorist offences. The bidder must also confirm that it is not subject to an exclusion period and that any required self-cleaning measures, if applicable, are described and supported by evidence. The machine-readable notice did not include the full list of exclusion grounds; the exact requirements must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must prove technical and professional capability with at least one previous construction contract completed as a main contractor within the 60 months preceding the start of the procurement procedure. Under that contract, construction works must have been carried out for at least one building with a closed net floor area of at least 500 m2. Similar construction works include the erection, extension or reconstruction of a building as a main contractor, and suitable building types include accommodation and catering buildings, office buildings, entertainment, educational, health care and other public buildings, as well as industrial and warehouse buildings. The bidder must provide the contract details, the object, intended use, floor area, period and the other contracting party’s details, and on the contracting authority’s request also confirmation that the contract was performed properly. The bid must comply with the tender documents and, where necessary, equivalence must be explained and supporting evidence attached. If the bidder relies on the resources of another undertaking, that undertaking’s consent and ESPD must be submitted. In the case of a joint bid, an authorised representative must be appointed. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents. The bidder must also confirm compliance with the tender documents and, where relevant, provide evidence of equivalence and subcontractor-related confirmations.
