Compliance requirements

The machine-readable notice includes exclusion grounds for participation in a criminal organisation, corruption, fraud and other standard mandatory exclusion grounds in the ESPD. Qualification criteria and exclusion grounds

The bidder must demonstrate financial and technical capacity. Net turnover must have been at least EUR 240,000 in each of the last three closed financial years. The turnover figures for 2025, 2024 and 2023 must be provided. The bidder must have completed at least 2 similar design contracts in the 36 months before the publication date of the contract notice, performed as the main contractor. A similar contract means the design of a building, part of a building or a building complex with at least 500 m² of closed net floor area, carried out at least at preliminary design stage. This must include the architectural part, structural part, building services part, electrical installation part, fire safety part and energy performance part. The bidder must involve a project manager with at least level 7 certified civil engineer qualification or equivalent, at least 3 years of design experience, and experience in managing at least 2 similar design projects for buildings over 500 m² of closed net floor area. An architect with at least level 7 authorised architect qualification or equivalent, at least 3 years of experience, and experience in carrying out similar design work for at least 3 buildings over 500 m² of closed net floor area must also be involved. For direct design work, the bidder must also involve specialists with the required competence in high-voltage systems, fire and security alarm systems, heating, ventilation and cooling, water supply and sewerage, structural design and automation. Each field has a specific professional certificate or equivalent qualification requirement. For certificates issued in Estonia, the contracting authority checks the public professional register; for foreign certificates, the bidder must submit both the competent authority’s document and an Estonian authority’s confirmation of equivalence.
