Compliance requirements

The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other listed offences. Qualification criteria and exclusion grounds

The bidder must have a responsible owner supervision specialist with at least level 7 professional qualification as a certified civil engineer (excluding the initial qualification), specialisation in building construction and owner supervision competence, or an equivalent qualification. This specialist must have at least 5 years of experience in owner supervision and, within the 60 months before the start of the procurement, experience as the responsible owner supervision specialist for at least one similar building or building complex with a closed net area of at least 800 m2. Similar experience must cover at least construction or reconstruction of load-bearing structures and external envelope, construction or reconstruction of indoor spaces, installation of a new central mechanical ventilation system with heat recovery, installation of a new heating system, installation of a new central building automation system, installation of a new electrical system, or installation of a new low-voltage system. For supervision of special disciplines, the bidder must also involve responsible specialists in water supply and sewerage, heating/ventilation/cooling, fire safety, electrical works and automation. The water supply and sewerage specialist must have at least level 6 qualification as a certified water supply and sewerage engineer; the heating, ventilation and cooling specialist at least level 6 qualification as a certified heating, ventilation and cooling engineer; the fire safety expert at least level 6 fire safety expert qualification or level 7 civil engineer competence or B-class electrical work competence; the electrical supervision specialist at least level 7 qualification as a certified electrical engineer or a B-class competence certificate; and the automation supervision specialist at least level 7 qualification as a certified automation engineer or level 7 qualification as a certified electrical engineer with specialisation in electrical automation. If a specialist’s certificate was issued in Estonia, the contracting authority will verify it through the public professional register; for a foreign certificate, the bidder must submit a document from the competent Estonian authority confirming equivalence. For equivalent qualifications, a written confirmation from the relevant professional association or a certified company is required. The bidder must provide information on the specialists’ qualifications and experience. The bid price must be submitted according to the prescribed structure and the bill of quantities must be included.
