Compliance requirements
The machine-readable notice includes standard exclusion grounds such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking, and tax payment issues. The bidder must confirm these points and, where applicable, provide information on conviction dates, reasons, persons concerned, exclusion periods, self-cleaning measures and electronic evidence. Precise details and any additional exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have performed at least 3 similar sales contracts within the last 36 months for the relevant lot. Together with the list of contracts, the bidder must provide their value, dates and the other contracting parties. Under the compliance requirements, the bidder must confirm that the offer complies with the tender documents, complete the technical requirements and submit the required price offer form. In the case of a joint tender, an authorised representative must be appointed and a joint-bidders power of attorney must be attached. If the offer contains trade secrets, they must be briefly described and justified.
