The machine-readable notice includes one exclusion ground: the contracting authority excludes tenderers originating from third countries. In practice, this means the bidder must come from an EU member state, an EEA country, a WTO GPA country, or a country with a reciprocal public procurement agreement with the EU. If the bidder’s country of origin falls outside these groups, the bidder may be excluded. The exact legal basis and any exceptions must be checked in the tender documents.

The bidder must meet the financial and technical capacity requirements. Sales revenue for the last 3 financial years before the start of the procurement process must be at least EUR 400,000. If the bidder is not an Estonian company and the information is not publicly available, a signed copy of the financial statements or other equivalent evidence must be provided. The bidder must have delivered at least 2 log line systems within the last 20 years before the publication of the contract notice. The previous deliveries must include log handling and feeding equipment such as transversal log conveyors, log unscramblers and longitudinal feeding conveyors. For each reference, the bidder must provide the customer’s name, the scope of the contract, the contact details of the customer’s representative, and the date of acceptance of the works by month and year. The bid must include technical specifications and, if necessary, drawings so that the contracting authority can verify compliance with the technical requirements. In the case of a joint tender, an authorised representative must be appointed and a joint tender power of attorney must be attached. The bid must be unconditional, and the bidder must confirm compliance with the tender documents, explain any equivalence where needed, and mark any business secrets if applicable.
