Compliance requirements
The bidder and the members of its management or control bodies must not have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If such a ground exists, the bidder may submit evidence of self-cleaning measures, where this is permitted.
The tender documents also require confirmation of any other exclusion grounds provided for by law in this procurement. If the machine-readable notice did not include precise exclusion grounds, they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least one similar contract within the 36 months before the start of the procurement. A similar contract means a design contract for waste management, environmental protection or a technological facility, where the design work covered a technological process, material handling or a treatment line solution.
To perform the contract, the bidder must include a team with at least a project manager or responsible designer, a geodetic engineer and a hydraulic engineer. A description of the team and the information required on the contracting authority’s form must be submitted for each team member.
The geodetic engineer must hold at least level 7 geodetic engineer qualification or an equivalent professional qualification. A standard CV must be submitted as proof. If the qualification was obtained abroad, documents proving the qualification may need to be provided.
The project manager or responsible designer must hold at least level 7 certified civil engineer or level 8 authorised civil engineer qualification, or an equivalent qualification, and must have participated as project manager or responsible designer in the design of at least one industrial process for waste management, pre-washing of hazardous waste, stabilisation or solidification during the last 60 months. A standard CV must also be submitted for this person.
The bidder must submit a list of completed contracts with the contract value, dates and details of the other contracting party. If the information is not easily available from public registers, the contracting authority may request additional explanations, data or documents.
