Compliance requirements
The tender documents include the standard mandatory exclusion grounds. The bidder must confirm that neither the bidder nor its managers or authorised representatives have been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, or other grounds listed in the procurement documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The exact list and any detailed confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection, suitability or compliance requirements; these must be checked in the tender documents. The compliance conditions do show that the bid must meet the technical specification, and the bidder must submit a sufficiently clear bid for verification together with an informative price table for the item components. The bid price must be entered in the structure required on the worksheet titled "Award criteria and evaluated indicators". In the case of a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
