Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption or fraud, and the other exclusion grounds listed in the tender documents. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must show a total turnover of at least EUR 300,000 for the financial year ended within the last three procurement-start years. The information must be provided in the ESPD, and the contracting authority may request an extract from the annual accounts if the turnover cannot be verified from public registers.
The bidder must have performed at least one contract completed within the 36 months before the start of the procurement, where the subject was travel services for a business client. The contract value must be at least EUR 90,000 excluding VAT. Ongoing contracts may also be accepted if they meet the same conditions. The bidder must provide the contract description, value, period and client details.
The bid must comply with the procurement documents and, where necessary, equivalence evidence must be attached. In the case of a joint bid, a joint bidders’ power of attorney must be submitted in free form. The bidder must confirm that the bid complies with all conditions, submit the bid price in the required structure, and include the bidder’s application for participation in the procurement.
To perform the service, the bidder must have free Estonian-language 24/7 customer support, an online booking system, and an information exchange and reporting system, or the right to use them. The reporting system must provide an overview of ordered travel services and their cost by passengers, airlines, destinations and services. The bidder must provide the overview at least once per calendar year and submit requested data within three working days after receiving the request.
The bidder must have a crisis plan describing how the service will be maintained in crisis situations and how support will be provided to the contracting authority and travellers. The crisis plan must cover possible risks and events such as airline strikes, accidents, terrorist attacks, travel disruptions and natural disasters, and explain the processes that will apply in those situations.
