Compliance requirements

The tender documents include the standard mandatory exclusion grounds. The bidder must confirm that neither the company nor its managers, representatives or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or other similar mandatory exclusion grounds listed in the procurement documents. If an exclusion ground exists, the bidder may need to explain self-cleaning measures and provide evidence. The exact list and any detailed conditions must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s team must include a specialist holding a competence certificate for preparing a research plan and carrying out underwater archaeological research, including diving-based underwater archaeological excavation or an equivalent qualification. A person qualified in another country may participate if the professional qualification is recognised by the time the contract is performed and the Heritage Board has already confirmed that the person meets the competence requirements. The bidder must provide the specialist’s name, qualification and professional certificate number, and, if the certificate cannot be checked in a public database, be ready to submit a copy on request. The person submitting the bid must have the right to represent the bidder; if this is not shown in the register, a power of attorney must be attached. In a joint bid, an authorised representative must be named and a joint power of attorney must be attached. The bid must comply with the tender documents, conditional bids are not allowed, and equivalence must be explained with supporting evidence where relevant.
