Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full precise list, so the exact grounds and any recovery options must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the application for participation in the procurement, a tender that complies with the technical specification, and the price form. The diagnostic products offered must comply with Regulation (EU) 2017/746 or be on the market under its transitional provisions. Together with the tender, the bidder must submit conformity declarations and, where applicable, conformity certificates issued by a notified body; if the products are on the market under the transitional provisions, the bidder must also submit a declaration of conformity with Directive 98/79/EC and the manufacturer’s confirmation that compliance with Regulation (EU) 2017/746 will be ensured by the end of the transition period. In the case of a joint tender, a power of attorney from the joint bidders must be submitted. The tender price must be provided in the prescribed structure and must include all delivery and unloading costs to the joint laboratory of Tartu University Hospital.
