The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud and other listed serious offences. If an exclusion ground exists, the bidder may need to show self-cleaning measures where allowed. The notice also includes sanctions-related confirmations: the bidder must confirm that it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian nationals, residents, entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives acting on their instructions. The bidder must also confirm that it will not use a subcontractor that would have to be replaced under the relevant Estonian procurement rule.

The bidder must have concluded and performed at least 2 contracts with a similar subject matter during the last three financial years. Similar subject matter means preparing a climate and energy plan, a climate change mitigation action plan, or a greenhouse gas analysis or study at municipal level. The bidder must submit the project team composition, role descriptions and division of work, as well as the CV of each key expert. The bid must also describe the work methodology, the analytical methods to be used, data sources, evaluation frameworks, and the work plan and schedule.
