Compliance requirements
The machine-readable notice includes standard exclusion grounds such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other mandatory grounds under Estonian procurement law. If an exclusion ground applies, the bidder may need to confirm whether it has taken self-cleaning measures. The exact list and wording should be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last 3 financial years must have been at least EUR 100,000 in each year. Turnover data must be provided by year. A person who has previously participated in at least one fisheries-related development project must be involved in the direct performance of the contract. The bidder must confirm that this person will take part in contract performance, and the person’s name and experience details must be submitted no later than before contract signature; they may also be submitted together with the bid. The bid must include a service description that makes it possible to assess compliance with the technical specification. In addition, a power of attorney must be submitted if the person signing the bid is not the legal representative, and in a joint bid a joint bidders’ power of attorney and a statement of joint and several liability are required. The bid must remain valid for at least 3 months from the submission deadline.
