Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking, and tax payment issues. If an exclusion ground exists, the bidder may need to explain self-cleaning measures and provide supporting evidence. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s average specific annual turnover in the area covered by the contract must be at least EUR 12,000 over the last three financial years. This requirement applies to lots 1–5, with the activity area separately identified in the document as meat. When submitting the offer, the bidder must confirm that the bid complies with the conditions set out in the tender documents and that the bid price has been entered in the required structure. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the tender documents.
