Compliance requirements
The machine-readable notice states that the bidder must confirm the absence of the exclusion grounds referred to in the Public Procurement Act § 95(1), § 95(4) point 8 and § 95(4) prim. The contracting authority may also apply a nationality or place-of-establishment restriction if such a restriction is set in the tender documents. Precise exclusion grounds and confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must form a team for the performance of the work in accordance with chapter 4 of the technical specification. At least three roles are required: 1) at least one planner within the meaning of the Spatial Planning Act, with higher professional education in architecture, landscape architecture or geography, or a level 7 qualification as a spatial environment planner, or equivalent; 2) a planner with experience from the last five years in preparing at least three detailed spatial plans, preferably in Tallinn, and those plans must have been adopted or at least approved by the time the tender is submitted; 3) an architect holding an authorised architect level 7 professional certificate or an equivalent qualification. The bidder must submit proof of the planner’s qualification, a list of completed work, and proof of the architect’s qualification. In addition, the bidder must provide a list of the planned team members with their names, education, professional qualifications and previous experience. The mandatory team members may be replaced only with the contracting authority’s prior consent and only by a specialist with at least equivalent competence. The tender must comply with the tender documents, conditional tenders are not allowed, and where necessary the bidder must add an explanation of equivalence and supporting evidence. The tender price must be submitted in the prescribed structure and the completed RHAD Form 1 must be provided. In the case of a joint tender, the joint bidders must be registered, a power of attorney on RHAD Form 2 must be submitted, and all joint bidders must confirm the absence of exclusion grounds.
