Compliance requirements

Qualification criteria and exclusion grounds

The bidder must provide turnover figures for the last 3 financial years. Net turnover must have been at least EUR 30,000 in each year. This requirement applies to lots 1, 2 and 3. The bid must be submitted by the bidder’s legal representative or an authorised representative; if the signatory is not the legal representative, a power of attorney form proving representation rights must be submitted. In a joint bid, a joint bidders’ power of attorney and a statement of joint and several liability must be submitted, and the ESPD must be provided for each joint bidder. The technical bid must include all information needed to assess compliance with the technical specification, including the manufacturer, model and other technical parameters of the offered product. The offered products must be original, new and unused. The bid must remain valid for at least 3 months from the submission deadline. If successful, the signed framework agreement must be returned within 5 calendar days after receipt of the contract signed by the contracting authority. The bid price must include transport and delivery, and unit prices may not increase during the term of the framework agreement.
