Compliance requirements
The bidder must confirm the mandatory exclusion grounds listed in the tender documents, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds set out in the ESPD/tender documents. If an exclusion ground applies, the bidder may have to provide details of the conviction, the persons concerned, the exclusion period and any self-cleaning measures. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or equivalent register of its country of establishment, or provide a copy of the founding agreement or an equivalent document if registration is not required. For Estonian bidders, the contracting authority will check the data in the commercial register. The bid must include the declaration in Annex 4 Form I and, where applicable, a power of attorney for representation of the bidder; joint bidders must submit the original power of attorney for their authorised representative. The bid must include the technical data in Annex 1, the manufacturer-issued specifications, the price quotation form in Annex 2, and confirmation that the bid complies with the tender documents and, where necessary, that equivalence has been demonstrated. The bid validity period must be at least 3 months. The machine-readable notice did not include any further precise qualification or suitability requirements; these must be checked in the tender documents.
