The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground exists, the bidder may describe self-cleaning measures and, where applicable, provide evidence. Qualification criteria and exclusion grounds
The bidder must prove that it has the manufacturer’s right to sell the contract subject and provide product support in the territory of the Republic of Estonia. To do this, the bidder must submit a copy of the document or a link to the manufacturer’s or cooperation partner’s website. If the distribution right is granted through a cooperation partner, the bidder must also provide the manufacturer’s confirmation of the right granted to that partner or a link to the manufacturer’s website, as well as a separate confirmation from the cooperation partner or a link to the cooperation partner’s website showing cooperation with the bidder. In the ESPD, the bidder must also confirm that it can provide proof of payment of social security contributions and taxes, or allow the contracting authority to check this directly from a database. The machine-readable notice did not include precise other qualification or suitability requirements; these must be checked in the official tender documents.
