Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm that neither the bidder nor its managers, representatives or supervisory body members have final convictions in the last five years for criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking, and other similar exclusion situations set out in the procurement documents. If an exclusion ground applies, the bidder may have to explain self-cleaning measures and provide supporting evidence. Qualification criteria and exclusion grounds
The bidder must, during the 36 months preceding the publication date of the contract notice, have acted as main contractor for at least one design assignment for a street project with stormwater drainage and street lighting, completed at least at preliminary design stage. The contract value must have been at least EUR 55,000 excluding VAT. The bidder must provide contract details: description of the project, value, contract period and contact details of the other contracting party. If the ESPD is used, it must be completed electronically. Under the compliance conditions, the bidder must confirm acceptance of all tender document terms, submit a tender only for the matters requested by the contracting authority, and conditional tenders are not allowed. If the bidder relies on the resources of another undertaking, that undertaking’s consent must be attached.
