Compliance requirements
The machine-readable notice includes standard exclusion grounds. The bidder must confirm that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for criminal organisation, corruption, fraud, terrorist offences or related acts, and that any exclusion period has ended. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The exact list should be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder's net turnover for the last financial year ended by the start of the procurement must be at least EUR 54,000. Joint bidders may combine their turnover. If requested, the bidder must provide the latest annual report or other evidence of turnover, unless the information is publicly available to the contracting authority from a register.
To prove technical and professional capacity, the bidder must submit a list of public road construction contracts completed within the 60 months before the start of the procurement. The contracting authority may request a confirmation from the client showing that the works were performed properly, together with the contract completion date and the surface area of the top asphalt concrete layer installed. If the bidder relies on the resources of another company, the bidder must also provide that company's details and, if required, its consent.
