Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurists or other persons authorised to represent, decide for or control the bidder have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of trafficking in human beings, or offences related to the commission of a terrorist act or terrorist activity. The bidder must also confirm that it will not use a subcontractor in contract performance if that subcontractor would have to be replaced under Section 122(7) of the Public Procurement Act. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted.

Qualification criteria and exclusion grounds

The bidder must have properly completed at least one construction contract in the 60 months before the start of the procurement, covering repair works on a concrete façade of a building or structure at least 9 m above ground, made of monolithic concrete or precast concrete elements. To prove this, the bidder must provide a list of contracts and, if requested by the contracting authority, a confirmation from the client that the works were carried out properly. If the bidder relies on the capacities of another entity, the bidder must also provide that entity’s details and its consent to be relied on, together with confirmation that it will take part in the direct performance of the contract to the extent relied upon.
