Compliance requirements

The bidder must confirm that neither the bidder nor any entity whose resources the bidder relies on has the exclusion grounds listed in Section 95(1) of the Public Procurement Act. If the answer is no, the bidder must describe which exclusion grounds apply. The machine-readable notice did not include any more precise exclusion grounds; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

For Lot 1, the bidder’s net turnover for each of the last two completed financial years must have been at least EUR 100,000. The bidder must have properly performed at least one similar construction contract within the last 60 months, covering construction or renovation works on a building or part of a building and including, among other things, replacement or installation of luminaires and interior finishing and/or painting works. The bidder must submit Form 1, the list of contracts and, if requested, a client confirmation letter. For Lot 1, the bidder must involve a project manager who has either an Estonian professional certificate of Construction Engineer, level 6, in the field of building construction and construction management, or a Construction Manager, level 6, certificate with the general construction competence for façade works. In addition, a high-voltage specialist must be involved, with at least a Class B competence certificate or an Electrical Engineer, level 6, certificate. The project manager and the high-voltage specialist may not be the same person. For Lot 2, the bidder’s net turnover for each of the last two completed financial years must have been at least EUR 100,000. The bidder must have properly performed at least one similar construction contract within the last 60 months, covering building automation installation. For Lot 2, the bidder must involve a project manager who has either an Estonian professional certificate of Construction Engineer, level 6, in the field of building construction and construction management, or a Construction Manager, level 6, certificate with the full specialisation in general construction. In addition, a building automation specialist must be involved, with either a Diploma Automation Engineer, level 7, specialisation in building automation, or a Diploma Electrical Engineer, level 7, specialisation in electrical automation. The project manager and the building automation specialist may be the same person. If a professional certificate was issued outside Estonia, the bidder must also submit the document from the competent authority proving the qualification and the document from the competent Estonian authority confirming equivalence. If any precise requirement is only in the tender documents, it must be checked there first.
