Qualification criteria and exclusion grounds
The bidder must submit an application for participation in the simplified procedure. The tender must comply with all conditions set out in the procurement documents, and conditional tenders are not allowed. The bidder must complete the tender price in the required structure. If the tender is submitted jointly, a power of attorney for the joint bidders and a statement on joint and several liability must be provided. The bidder must have the right to sell and service the offered device in Estonia, and must provide a document proving this right issued by the manufacturer or, where applicable, by the manufacturer’s authorised representative. The offered device must comply with the technical specification in Annex 1, and the bidder must provide the manufacturer’s technical data sheet and/or user manual proving compliance with all technical requirements. The bidder’s team must include at least one service engineer or technician who has received manufacturer training for installation, commissioning, maintenance and repair of the device; a document confirming this training must be provided.
