Compliance requirements
The bidder must confirm that none of the exclusion grounds referred to in Section 95(1), Section 95(4) point 8 and Section 95(4) prim of the Public Procurement Act apply. If a joint bid is submitted, confirmation of the absence of exclusion grounds must be provided for all joint bidders. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must involve at least the following responsible persons in the performance of the work: a lead designer who is a certified civil engineer at least level 7 with specialisation in building construction and competence to prepare a building design; an authorised architect at level 7 or an authorised architect expert at level 8; and a certified electrical engineer at professional level 7. The name, certificate number and description of competence of these persons must be provided. If the bidder is not established in Estonia, it must also submit proof from the competent authority in the country of establishment confirming the diploma or licence of the responsible persons.
The bidder must have carried out a similar design assignment within the 60 months preceding the start of the procurement. A similar assignment means design work for the complete reconstruction of at least one building with an enclosed net area of at least 9,000 m2 and for which a building permit has been issued. The bidder must provide the building permit number, contract description, enclosed net area, period of performance, and the name and contact details of the other contracting party; if the contract was awarded as a result of this procurement, the procurement reference number must also be given.
The bid must comply with the tender documents and, where necessary, equivalence must be explained and evidence of equivalence attached. The bid price must be submitted in the required structure and RHAD form 1 must be completed. If the bidder relies on the resources of another undertaking, the relevant details and that undertaking’s consent must be submitted. In the case of a joint bid, the joint bidders’ power of attorney must be attached. The bid may be submitted only after visiting the site.
