Compliance requirements
The machine-readable notice includes standard mandatory exclusion grounds. The bidder must confirm that neither the company nor its managers, legal representatives or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other mandatory exclusion grounds listed in the tender documents. The bidder may also need to confirm self-cleaning measures where applicable. The exact list and any proof requirements should be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 1 contract similar to the subject matter of the tender within the last 36 months. A similar contract means the preparation of preliminary, detailed and working designs for a legal person or a public-law entity, and the contract value must be at least EUR 250,000 excluding VAT. The bidder must provide the contract description, value, period and, where applicable, the client details.
According to the compliance requirements, the bidder must include at least the following experts in the performance of the contract: an energy efficiency expert, a BIM specialist or coordinator, quality control specialists, and designers for the relevant disciplines: water and sewerage, automation, high-voltage electrical systems, heating, ventilation, cooling and building structures. The bid must also include an architectural and interior architectural concept for the extension, with a site plan, floor plan, view, section and a written description. The contracting authority expects that preparing the concept will take no more than 3 days.
The bid must comply with the tender documents, the price table must be completed in the prescribed structure, and conditional bids are not allowed. If this is a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also confirm that the bid complies with the required terms and, where necessary, that equivalence has been explained and supporting evidence has been attached.
