Compliance requirements
The machine-readable notice includes exclusion grounds for criminal organisation participation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences and related crimes, and other standard conviction-based exclusion grounds. The bidder must confirm the answers and, where applicable, provide the conviction date, reason, person convicted, exclusion period, self-cleaning measures and electronic evidence details. Precise exclusion requirements should be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have carried out at least 2 public road or street construction or repair contracts in the last 60 months, each with an asphalt surfacing volume of at least 7,000 m2. The bidder must provide the contract name, the client’s name and contact details, the public procurement reference number, the contract start and end dates, and the asphalted area volume. The work may have started earlier, but it must have been accepted within that 60-month period. If the bidder is found successful, it must be ready to provide client confirmation letters proving proper performance of the reference contracts. A bidder registered in Estonia must have an MTR economic activity notice for construction, subcategory road; if the bidder is not established in Estonia, it must provide a document proving the right to carry out the activity. The bid must include the bid table, and the asphalt unit price must remain unchanged during the contract period. In addition, the bid must confirm the existence of a bid guarantee in the amount of 2,000 euros, and in the case of a joint bid, a power of attorney from the joint bidders must be attached.
