Compliance requirements

The bidder must confirm that neither the bidder nor its management, governing or supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud, and that any exclusion period stated in the conviction still applies. If necessary, the bidder must provide evidence of self-cleaning measures taken to restore reliability. If this information is available electronically, the relevant references must also be provided. According to the compliance conditions, the bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value who are citizens of the Russian Federation, residents of the Russian Federation, or undertakings established in Russia, or persons linked to them. The bidder must also confirm that it will not use a subcontractor that would have to be replaced under Section 122(7) of the Public Procurement Act.

Qualification criteria and exclusion grounds

The bidder must show a total net turnover of at least EUR 900,000 for the last completed financial years before the start of the procurement (2023–2025), with at least EUR 300,000 in each of those years. The bidder must submit the net turnover figures required in the tender passport. Within the last 60 months before the start of the procurement, the bidder must have completed at least 2 similar assignments as the main contractor for design: at least 1 building with code 12110, with an area of at least 450 m², and at least 1 building with code 12651, a sports hall or gymnasium, with an area of at least 3,000 m². The bidder must have a quality management system implemented in the design field that complies with at least ISO 9001 or an equivalent document. Equivalence may be demonstrated by confirmation from an independent audit firm or an accredited certifier. The bidder must submit the data required in the tender passport together with copies of supporting documents. The bidder must involve at least 2 key specialists: an architect with the qualification of authorised architect expert, level 8 or equivalent, and a structural engineer with the qualification of certified civil engineer, level 7 or higher, or equivalent. If the professional certificate cannot be found in the register, documents proving competence and education must be submitted.
