Qualification criteria and exclusion grounds
The bidder must provide a responsible specialist to perform the contract. The specialist must be an authorised water supply and sewerage engineer (level 8), specialised in external water supply and sewerage, and competent in preparing external water supply and sewerage projects. The responsible specialist must have participated in the preparation of at least two projects during the last five years, where both of the following conditions were met at the same time: a concrete sewer pipeline with an internal diameter of at least 1000 mm and a length of at least 100 m. The bidder must submit information on the specialist’s professional qualification and previous experience, including the project name, client, pipeline diameter and length, and the time of execution. If the qualification was obtained in another country, a certificate from the competent authority confirming recognition must be provided. If the bidder relies on the resources of another company, the corresponding consent must be submitted. The compliance conditions also require confirmation of the joint bidders’ power of attorney in the case of a joint bid, the bid’s compliance with the tender documents, the marking of trade secrets, and the submission of the bid price in the required structure together with Appendix 3.
