Compliance requirements
The bidder must confirm the standard exclusion grounds from the tender passport, including criminal organisation participation and other conviction-based grounds. The machine-readable notice did not include the full precise list, so the official tender documents must be checked. If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the law and tender documents permit it.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification or suitability requirements; these must be checked in the official tender documents. According to the tender passport, for lot 1 the bidder must have completed at least one previous contract worth at least EUR 300,000 excluding VAT, covering the supply and installation of inventory and/or furniture. The contract must have been performed within the 36 months preceding the start of the procurement. If the contract continued beyond that date, only the part delivered and accepted by then may be counted. The compliance conditions also require confirmations that the bidder will not involve subcontractors or suppliers representing more than 10% of the contract value if they are linked to a citizen, resident or undertaking established in the Russian Federation, or to persons controlled by or acting on the instructions of such persons. If the bid is a joint tender, a authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
