Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must not be convicted, within the last five years, of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking, or other mandatory exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.

Qualification criteria and exclusion grounds

The bidder must have at least 2 completed works from the last three years that are similar to this contract and carried out as the main contractor. For these references, the bidder must provide a description, total amount, currency, the bidder’s area of responsibility, amount, period, and the client’s and contact person’s details, if available. The ESPD also requires confirmation that the bid complies with the tender documents, that a joint bid includes a power of attorney from the joint bidders where applicable, and that no subcontractor is engaged who would have to be replaced under Section 122(7) of the Public Procurement Act. If equivalence is used, it must be explained and supporting evidence must be attached if needed.
