Compliance requirements

The bidder must confirm that neither the bidder nor any entity relied on for qualification has the exclusion grounds listed in Section 95(1) of the Public Procurement Act. Qualification criteria and exclusion grounds

The bidder must show a net turnover of at least EUR 250,000 in each of the last two completed financial years; assuming the financial year matches the calendar year, these are 2025 and 2024. The bidder must submit Form 1. The bidder must have properly performed at least one similar construction contract within the 60 months before the publication date of the contract notice. A similar contract must have been performed as the main contractor, concern a building or building complex with at least 300 m² of closed net area, and include construction or reconstruction of load-bearing and external envelope structures, construction or reconstruction of interior spaces, and the installation of a new central building automation system. The bidder must provide a list of contracts with the partners, contacts, object, area, description of works and contract period, and, where applicable, the procurement reference number. The contracting authority may request a confirmation letter from the client. The bidder must involve a project manager who has either a level 6 professional certificate as a construction engineer in the field of building construction and construction management, or a level 6 construction manager certificate with the full specialisation in general construction; a certificate in the occupation of construction management and basic education-only qualifications are not accepted as equivalent. For building automation, the bidder must involve a specialist with either a level 7 diploma in automation engineering specialising in construction automation, or a level 7 diploma in electrical engineering specialising in electrical automation or building electrical installations. Form 4 must be submitted for all involved specialists. If a certificate was issued outside Estonia, the bidder must also submit the relevant proof and the Estonian competent authority’s confirmation of equivalence. In the case of a joint bid, Form 8 with the power of attorney and joint and several liability confirmation must be submitted. Form 2 and Form 3 must also be included.
