Compliance requirements
The machine-readable notice includes standard exclusion grounds from the Estonian Public Procurement Act, mainly criminal convictions such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. The bidder or its management representatives must confirm whether any such ground applies and, if relevant, may provide evidence of self-cleaning. The exact full list should be checked in the official tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the official tender documents. The selected documents mainly contain exclusion grounds rather than separate turnover, experience or team requirements. For bid compliance, the bidder must still provide a technical description, a document proving reseller rights or authorisation, and, where applicable, a power of attorney for a joint bid and authorisation for the signatory to sign the bid. The bid must remain valid for at least 90 days, and the price must be submitted in the required structure.
