Compliance requirements
The tender documents include the standard exclusion grounds. A bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the bidder, have been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, fraud and the other listed exclusion grounds. If an exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning measures, where permitted by the procurement rules or the tender documents. Qualification criteria and exclusion grounds
The bidder’s average annual turnover for the financial years ending before the start of the last three procurement procedures must be at least EUR 150,000 excluding VAT. Evidence must be provided for the turnover of the last three financial years; for an Estonian bidder, the contracting authority may verify the turnover from registers, while a bidder from another country must provide extracts from annual reports if requested.
The bidder or joint bidders must have completed at least 1 contract for site supervision services within the last 36 months, with a value of at least EUR 30,000 excluding VAT, and during its performance site supervision must have been provided for construction works on a similar building with more than 2,500 m² of enclosed net floor area. Similar buildings are new or reconstructed buildings corresponding to code 12640. The contract must have been performed properly and in accordance with good practice. The bidder must provide contract details, client confirmation letters and, if relying on the resources of another entity, that entity’s ESPD as well.
The bidder must involve a responsible site supervision specialist with at least a level 8 authorised civil engineer certificate, specialisation in building construction and competence in site supervision, or equivalent. The specialist must have at least 5 years of work experience in construction supervision and experience in the site supervision of at least 1 similar building with more than 5,000 m² of enclosed net floor area. The specialist must be registered in the Estonian Register of Economic Activities as the bidder’s responsible specialist for the activity area of site supervision. A CV and copies of the certificate or diploma must be submitted.
For the technical disciplines, the bidder must involve specialists with the relevant experience and qualifications for high-voltage systems, fire and security alarm systems, low-voltage and automation, water and sewerage, and heating, ventilation and cooling. Required qualifications include, among others, a level 7 certified electrical engineer, a level 7 certified water supply and sewerage engineer, and a level 8 authorised heating, ventilation and cooling engineer, or equivalent. The involved specialists must have at least 5 years of work experience in site supervision for the relevant discipline and, within the last 5 years, experience in the construction of at least 1 similar building with more than 2,500 m² of enclosed net floor area. Their experience must be supported by reference projects, and CVs and, where necessary, copies of professional qualification documents must be submitted.
