Compliance requirements
The machine-readable notice included an exclusion ground related to unpaid taxes or social security contributions. A bidder may be excluded if it has tax debts in its home country or, if different, in the contracting authority’s member state. The notice also says that in Estonia a tax debt certificate is not issued if the total tax debt managed by the same tax authority is below 100 euros, excluding interest not yet determined by an administrative act, or if payment has been deferred. For foreign bidders, the tax debt certificate is issued according to the laws of the bidder’s country of establishment. The exact exclusion details must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have a valid professional liability insurance policy with a minimum insured amount of EUR 1,000,000. During the last 3 financial years, annual net turnover must have been at least EUR 3 million in each year. During the last 5 years, the bidder must have completed 3 similar livestock buildings, including fur-animal or poultry buildings, each with a minimum built area of 1,500 m2. The bidder must also have designed 2 similar projects during the last 5 years, each with a minimum area of 1,500 m2. The construction project manager must hold a valid Civil Engineer, level 7 professional qualification and have experience in building 2 livestock buildings during the last 5 years, with a minimum area of 1,500 m2 for each project. The construction site manager must hold a valid Civil Engineer, level 6 professional qualification and have experience in building 2 similar buildings during the last 5 years, with a minimum area of 1,000 m2 for each project. The design project manager must hold a valid Civil Engineer, level 7 professional qualification and have experience in building 1 similar building during the last 5 years, with a minimum area of 1,000 m2. For references, the names, locations, volumes, built area and completion dates of the projects must be provided.
