Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last two completed financial years must have been at least EUR 70,000; if the financial year matches the calendar year, these are 2024 and 2025. The bidder must submit Form 1 with the data needed to verify qualification. As a reference, the bidder must have completed at least one supervision services contract as the main contractor within the last 36 months on a similar project or for a similar service. A similar project is at least a public building with a closed net floor area of more than 1,600 m², or supervision of road and/or square construction works. For the contracts, the bidder must provide the partner names, contact details, project description, building size by closed net floor area, contract period and, where applicable, the public procurement reference number. For the performance of the services, the bidder must involve a responsible supervision specialist holding the professional certificate “Diplomeeritud ehitusinsener, tase 7” with the specialisation “Hoonete ehitus” and the competence “Omanikujärelevalve”, or an equivalent qualification. In addition, specialists with the relevant experience and qualification must be involved for high-voltage electrical works, heating/ventilation/cooling, automation and road engineering; basic qualifications based only on education are not considered equivalent. If the certificate was issued in Estonia, the contracting authority will verify it through the public professional register; for foreign certificates, the bidder must submit both the certificate evidence and a confirmation from the competent Estonian authority that the foreign qualification matches the required qualification. The same person may cover multiple areas of responsibility if qualified.
